A woman in Ottawa filed a police report against JUSTIN BIEBER for assault.  With a NERF GUN. 

Justin was having a Nerf gun fight with his brother and sister at an arena before a concert, when one of the darts hit a female employee at the venue.  She flipped out and went to the police, who are apparently taking this seriously.

A source says they've interviewed several people at the arena.
